Anti-Spam problem on Exchange 2013

Hello,

I configured "sender filtering" on my exchange organization.

My cas and mailbox are in same server (Exchange 2013).

My sender filter config is:



I blocked test user . It is an internal user and i configured internal settings. But Test user can send email. I also configured content filtering. But it does not work  too. How can solve my problem? What is my mistake?

I also restarted transport service.
