Messages stuck in Local Delivery queue

We recently had an Exchange server 2003 crash and had to move the Exchange server to new hardware. We did have to perform a mailbox recovery and reinstall Exchange using /disasterrecovery. Mail is flowing normally except for a few distribution lists.

When users send to a group (approx 18 people) only 8-13 of the people receive the message. The remaining recipient's mail gets stuck in the Local delivery queue. 

Eventually, the NDR is generated:

  This message was rejected due to the current administrative policy by the destination server.  Please retry at a later time.  If that fails, contact your system administrator.
  <mail.domainname.com #4.3.2>

If you send the message directly to any of the failed recipients, the mail will deliver. Also, some of the recipients will receive the message to the distribution list one time, but not the next. The number of NDRs generated is not consistent. 

This is the only Exchange server in the organization. I have added a temporary SMTP connector, confirmed the local DNS server settings, disabled spam checking on the SMTP engine, obtained hotfixes 934450 and 924567, and removed the system antivirus.  Several days ago I also used eseutil /p to repair the database - it was successful. There are no indications in the event logs of a database problem.

Any ideas on what to check next?
