Return a NDR if the recipient or domain does not exist

Hi

We have Exchange 2007 SP3, but I noticied that If a user send an email to a non existing domain or not existing recipient, the system continue tying to send instead of send to the sender a NDR and drop the message.

We have only the Hub Transport to send/receive outside.
